The programme
In May 2024, City Developments Limited (CDL) launched its SME Supplier Decarbonisation Queen Bee Programme to help smaller suppliers strengthen their decarbonisation efforts. CDL selected 100 local SME suppliers to take part. Enterprise Singapore covered 70% of eligible programme costs for each supplier until 30 November 2025, and DBS offered preferential financing.
Who did what
Global Green Connect (GGC), a B Corp certified sustainability consultancy, was the programme’s sustainability consultant. It helped suppliers measure their carbon emissions, develop decarbonisation roadmaps and set reduction targets. To measure and report the suppliers’ greenhouse gas emissions, GGC partnered with a panel of carbon accounting tools, including Impacto (then called ESGTech).
Global Green Connect
Advised suppliers on measurement, roadmaps and targets, and coordinated the tools on the panel.
Impacto, then ESGTech
One of the carbon accounting tools on GGC’s panel for measuring and reporting suppliers’ emissions.
The relationship goes back to October 2022, when GGC and ESGTech signed a memorandum of understanding during Singapore’s SWITCH innovation week. Minister of State Low Yen Ling said at the signing that the MOU with ESGTech “will provide a digital ESG reporting tool for privately owned companies”.

What this story doesn’t claim
- Impacto was one of several tools on GGC’s panel, not the only provider.
- Government co-funding of the programme isn’t an endorsement of Impacto.
- It doesn’t report emissions reductions. Measuring emissions is the reporting task, not a performance outcome.
- Nothing in it has been independently assured.
